New Orleans Launches Free Wireless System

I may not be the sharpest tool in the shed, but should free wireless be one of the first things on the minds of New Orleans officials right now? It seems as though all of these cities promoting free wireless access think that businesses are going to all of a sudden scramble to setup shop in their town. But what do I know; I guess they know what's best for their city:
"In an attempt to boost its stalled economy, the hurricane-ravaged city of New Orleans is starting the nation's first free wireless Internet network owned and run by a major city."
