It was just a few years ago that heatsinks were small, with similarly small fans that took insane RPMs to push any air. As time went on, heatsinks and fans got bigger. Larger fans don't require as much speed to push the same amount of air, obviously. Silent computing has become quite popular. After all, why have a computer louder than it needs to be? It just makes sense to have it quiet when you need it, and push lots of air when it starts to go under stress.
